NRW Terms of Contract and VOL/VOB
As a public body, RWTH Aachen can only issue contracts to the offered terms of contracts, available for download below. Diverging terms of contract cannot be accepted due to reasons of compatability of the services.
In the event of solicitation or an open or not open process, a change or supplementation to these terms of contracts will lead to the elimination of the bidder in the tendering process.
Depending on the value of the contract, various comprehensive NRW terms of condition apply:
- additional NRW terms of contract for orders above 10000 Euros
- terms of contract for university institution order forms except for WZL, Divisions 12.3 and 10.1 (up to 5000 Euros)
The VOL/B are subordinate to the above mentioned versions of the NRW terms of contract, effective 09/03. These are the "Allgemeine Bedingungen für die Ausführung von Leistungen Teil B der Vergabe- und Vertragsordnung für Leistungen ausgenommen Bauleistungen" [Bundesanzeiger Nr. 178a from September 23, 2003].

EVB-IT and BVB: Supplementary Terms of Contract for the Acquisition of IT Services
Particular terms of contract exists for agreements on information technology (IT) hardware, software, and or services. You can find detailed information under EVB-IT/BVB.
Please Note:
The EVB-IT, respectively the BVB, primarily apply to the four North Rhine Westphalia terms of contract listed above and to the VOL/B.
Labor Contract Compliance and Public Procurement Acts
The purpose of this Act is to maintain fair competition to secure the most economically advantageous tender in the award process for public contracts, while also securing compliance with collective wage agreements and the minimum wage legislation. For contracts worth more than €25,000 (total net amount), RWTH agrees to adhere to the special contract conditions of the TVgG NRW (Procurement Act of the State of North Rhine-Westphalia). These special contract conditions do not apply when the respective services are fulfilled outside of Germany.
